ORDER UNDER SECTION 144 CODE OF CRIMINAL PROCEDURE,1973.
WHEREAS, it has brought to the notice of undersigned by the Health Department Palampur District Kangra of H.P. that multi positive cases of Covid-19 have been found in various Hostels of CSKHPKV Palampur under Sub-Division Palampur of District
Kangra, H.P. which may become a probable hotspot of Covid-19 unless strict measures are taken
henceforth for geographic quarantine of the concerned area and vicinity thereof.
AND WHEREAS, it is a case of extreme emergency and the
circumstances are such that the serving of notice upon all persons residing in vicinity of above mentioned area is not practicable and possible as well.

Therefore, it is necessary and
expedient to proceed ex-parte under section 144 of Code of Criminal Procedure, 1973.
NOW, Therefore, in view of the circumstances mentioned supra and in view of the emergency containment measures,

I, Dr. Amit Guleria (HAS), Sub-Divisional
Magistrate, Palampur, District Kangra, Himachal Pradesh, in exercise of the powers vested in me under section 144 of Code of Criminal Procedure, 1973, do hereby order and direct the
COMPLETE SEALING OF AREA OF THE CONTAINMENT ZONE shown below :-

Entire premises of
Gauri Hostel, Rukmani
Hostle, Parvati Hostel,
Dholadhar Hostel and
Shivalik Hostle
Entire rest of the
area to the left of Kailash Bhawan
and the location of farmer Hostel including ShankarBhawan and Kailash Bhawan of CSKHPKV Palampur.

As regards the navigation point of view the area will start right from the ingressof Gate No.1 , the Hostels located at the right side and theThe Bhawan S on the left

side of road leading to the Auditorium.

However, this road shall remain free for urgent and emergent
services. The view map enclosed is guide itself.
Movement of persons without any purpose except official matters
and on duty will stand restricted till the further order.
It is further ordered that:-
1. Clear entry and exit points shall be established for stringent perimeter control of the
Containment Zone by the Commissioner, Municipal Corporation, Palampur, Executive
Magistrate-cum-Tehsildar Palampur, Dy. S.P. Palampur District Kangra, H.P. with
immediate effect.
2. UNDER NO CIRCUMSTANCES SHALL THERE BE ANY INGRESS/OUTGRESS
OF ANY PERSON OR VEHICLE or vehicle from the CONTAINMENT ZONE round
the clock except for person(s) and vehicle(s) involved in enforcement of containment plan and carrying out/ maintaining essential services including medical emergencies.

3. Detail of movement of persons (Name, Address & Mob. Number) out of the perimeter of
the CONTAINMENT ZONE for essential and emergency services will be maintained
and recorded by S.H.O. Palampur.
4. The Block Medical Officer Gopalpur will carry out the thermal screening at all the entry
and exit points and ensure timely completion of ACF procedure.
5. All the vehicles moving out of the perimeter control will be decontaminated with sodium
hypochlorite (1%) solution and services of Municipal Corporation, Palampur are hereby
ordered to be requisitioned for this purpose.
6. Every resident residing within or entering the CONTAINMENT ZONE shall wear mask
or cover his face standard cloth.
7. No person shall leave his home on foot or through vehicle or move around or roam
around or be found on any public path or place in the above mentioned CONTAINMENT ZONE, except for medical emergencies with the specific permission
of undersigned or Executive Magistrate-cum-Tehsildar Palampur. There shall be no
curfew relaxation in respect of CONTAINMENT ZONE
8. Supplies of essential items in the CONTAINMENT ZONE shall be made through
home delivery by the authorities of the Municipal Corporation, Palampur.
9. No private and public works/activities shall be carried out in the CONTAINMENT
ZONE mentioned above and all the offices located within the CONTAINMENT ZONE
shall remain close till the further order.
10. All the residents of the CONTAINMENT ZONE shall download or install and use
Arogya Setu App. The authorities of Municipal Corporation, Palampur shall ensure
hundred percent coverage of Arogya Setu App.
