Planning Activities for Community Level Action: District teams to meet Block Community Mobilizer and ASHA Facilitators and draw up
a plan for ASHA in every Gram Panchayat/ Urban Local Body area to undertake cleanliness activities in the community in collaboration with Village Health Sanitation and Nutrition Committee (VHSNC) and Mahila Arogya Samiti (MAS). Planning in the community for the campaign by conducting meeting of ASHA and
member of VHSNC & MAS
To identify the common area which are in need of cleanliness. A social and resource map to be prepared to identify the hamlets in need of cleanliness activities in a participatory manner.
Volunteers may be identified from every pocket of the community ASHA to work with VHSNC and Sub-Centre staff/ Health & Wellness Centre team to mobilize volunteers and government staff to participate in the two weeks long
campaign.
All materials required for village cleaning would be arranged in advance.
Suggested activities are as under:
Open Defecation Free (ODF) Village Day – efforts should be given on behavior change for using toilets and to make villages ODF.
Hand Washing Day Hand washing demonstration in Aaganwadis, schools and in communities during gram Sabhas and imparting its importance.
Hold Swachhata camps, Swachhata rallies, Poster, Rangoli / Essay Writing Competitions, Nukkad Natak, Wall Painting, Video Making Competition on Swachh Bharat and create awareness, Out of Box challenges related to Swachhtaa and its impact on health.
Organize cleanliness drives in and around the public health facilities by doctors and staff pf facilities including ASHAS.
Sanitation day in communities, public places like school and Anganwadi, Shramdhan in the community/ schools. Involving local NGOs, Voluntary Organizations, Youth organizations and self-help groups for Shramadan.
Liquid and Solid Waste Management Day creating awareness on liquid and solid
waste and its proper disposal. Green office initiative by planting indoor plants in offices, use of e-files, etc.
Organize public talk on various topics like water, sanitation and hygiene and its importance, hazardous effect of pollution and measure to reduce it, talk on various communicable diseases air and water borne diseases, vector born diseases, etc. importance of personal/ oral hygiene.
Talk on menstrual hygiene and disposal of sanitary napkins for adolescent girls in schools and colleges.
Health Awareness Day / Healthy Life Style Day.
Vector Control Day- creating awareness among communities.
Capacity Building:
Training of staff including sweepers / MPWS/ ASHAS, wherever applicable, on the
under-mentioned topics may be carried out during the drive:
a) Hand-washing techniques
b) Segregation of waste handling and treatment of biomedical waste
c) Methods of cleaning of special areas i.e., OT, Labor Room, Nursery, ICU,
Emergency Room
d) Disinfection and sterilization methods, management in CSSD department e) Training of regular aseptic techniques such as IM drug administrations, suturing,
dressing of wounds, surgical site infection care, labor room practices,
preparation of OT, etc. f) Training on management of spill – Body Fluid, Chemical, Mercury, etc.
Empowering Community:
a) Active participation of community, particularly at Health Sub-Centre level/ HWCs and larger community involvement should be ensured. Role of ASHAS and MLHPS is crucial for initiating activities community level.
b) During the period of Swachhata Pakhwada, a special meeting of ASHAS on Sanitation and Hygiene, should be organized at the Block or PHC level. In this meeting, a week-long village level campaign on sanitation and hygiene may be planned, which each ASHA will facilitate in her area in collaboration with the VHSNC of the village.
c) Collective action involving the whole village / slum community for cleaning the
selected common areas and other areas like school, Anganwadi, Panchayat
Bhawan or any other place. d) A talk on the importance of cleanliness by members of the community which I can be followed by a brief discussion on the resources available in the community as well as challenges they came across during the campaign.
e) The week-long campaign will undertake a village level drive focusing on-general
cleanliness of the village and individual hygiene, building and use of toilets,
school and Anganwadi sanitation.
f) Program teams and agencies working under Swachh Bharat Mission could be co opted for activities at every level as well as gram panchayats / villages particularly for WASH training, etc. Coordination mechanism may be put in place by the States.
g) The expenses for Swachhata Pakhwada may be met out of IEC funds/ untied grants of facilities and VHSNC funds under NHM along with other sources.
IEC Planning (focus on behaviour change):
a) States/UTs should ensure better branding and publicity of Pakhwada activities in electronic and print media platforms at both field and State level. States/ UTS need to make use of social media like Twitter, Facebook, my Gov, State specific NHM website on daily basis through use of infographics to highlight swachhata activities undertaken during Swacchata Pakhwada.
b) Involving eminent personalities at State to Village level e.g. people’s representatives, State Ministers, local political leaders, sportsmen, influential leaders, popular public faces, etc.
c) States/UTs may take steps to undertake innovative initiatives during the campaigns so that few stories are generated daily.
d) States/ UTs may consider setting up permanent mechanism through new programmes and schemes for sustainability of Swacchata, in addition to Pakhwada activities.
Report Writing:
a) The campaign is to be well documented with high resolution photos/ HD videos.
b) The consolidated week-wise report giving brief of activities conducted representing district as well as State level activities along with pictures of the activities to be sent. (Report should not be in power-point presentation form. Also, the report should be State level compiled report and not individual District-wise report).
c) States/UTs may compile best video received from Districts/ facilities at State/UT level and shared with MOHFW.
d) Systematic documentation of the campaign should also be done by each facility, by high resolution photographs and videos, as well as brief report of the events may be compiled at District level and further compilation at the State level for submission to MOHFW.
Note: Due to COVID-19 situation, all the instructions and guidelines issued by M/o Health and Family Welfare from time to time may be followed while observing Swachhata Pakhwada.
