Incompetency of Palampur Administration & Revenue Deptt. : Govt Water Channel is extinct from Earth.., Poor People are on hell they don’t know when and where the Demarcation Done

 

 

In the second half of month of June, 2021, locals of Saheed Sishu Pal Colony of Aima Newly Created Wards 4 & 5, and Farmers of Ward No 5 reported/complaint to Municipal Corporation that during Corona Pandemic 2nd Wave, Smt. Ambika Katoch W/o Hav Azaad Singh Katoch, had dismantled/ plain the Fateh Chand Kuhl (Gov Water Channel of 1 mtr in breath) by putting cemented material on it.

Apart from this rainy water is going to nearby houses due to blockage of flow of Water Channel resulting laks of rupees of valuable house items got destroyed. Apart from this, they are using nearby personnel lands as their Paths for loading big Tempos leading to destruction of Chamber walls of houses etc.

On 30-Jun-2021, while going for on-spot inspection, other party along with their Punjabi Contractor stop Anish Naag, Deputy Mayor of Palampur, 50 mtr before of their construction house at Neighbors private land (which they have forcefully acquiring it and using it as their personnel land and path) and start arguing with him as well as fighting with him.

Affected Parties, local residents and Farmer’s Head Smt Kanta Devi, approached local administration to have on-spot visit, but no result. Although 2 Notices from MC Office Side had been issued to that Party to stop the house construction in month of August, 2021, as it was been prepared without Approval from MC and as per TCP Rules.

Then locals approached to Hon’ble CM of H.P. and within 7 days on-spot inspection done in front of Revenue Officers, Police and local bodies , Dated 06-Sep-2021, of which report to SDM was submitted that there was no spot remain of Water Channel as it’s was covered up by cemented material and construction has been found out in the neighbors private land.

On 01-12-2021, SDM Verdict came out for Fateh Chand Kuhl to open it for farmers and forwarded it to Municipal Cooperation, Palampur. But till date MC staff scared to go to compliance the SDM verdict as they may be beaten and framed in unmeaningful cases. By taking benefit of this other party constructs their boundary walls suspects to block the 1-1.2 Mtr Govt Channel and hence no space now for opening of Water Channel as per revenue record.

10 Days before they again locals again requested the Hon’ble CM for justice, and this time case has been directed to State Disaster Management Authority and Vigilance, which respective departments have given the orders to give justice to locals and farmers and find the culprits.

On 28-Feb-2022, Municipal Commissioner gave orders to cut electric & water connections to concerned departments, if any, to that Party after they didn’t compliance the 3 notices of stop constructions

Vigilance & SDMA ARE going to enquire where in blue colour ‘is in Question’ which was actually a Govt water channel 1 year before but now totally extinct

• Vigilance has a question: Where is the Demarcation and how and which has been done without knowing the locals adjoining properties and the govt representative who take care of the water channel.
